For purposes of the Supplemental Guidelines for High Carbon Intensity Projects, Ex-Im Bank considers the "poorest countries" to be those International Development Assistance-only ("IDA-only") countries identified by the World Bank as the world's poorest countries based on (i) gross national income per capita, and (ii) in certain cases, the country's limited capacity to access credit from external sources. Ex-Im Bank will review and amend, as necessary, its list of poorest countries at the time the World Bank updates its posting of these countries. As of July 1, 2014, Ex-Im Bank's list of poorest countries, which tracks the World Bank's IDA- only countries, numbers 59 and is set forth below:
