Vice President | Credit Review and Compliance
As vice president of the Credit Policy and Compliance Division (CPC), Walter B. Hill, Jr. responsibilities include: ensuring that the Lending Divisions are in compliance with EXIM’s policies and procedures as it relates to Delegated Authority; performing post-authorizations from a credit perspective; serving as de-facto chair of the Environmental and Social Review Committee; and serving as lead for EXIM Bank’s Fraud Risk Oversight team. Additionally, Mr. Hill and CPC are responsible for reviewing EXIM Bank's Lenders and other participants to determine their compliance with EXIM’s program requirements.
Mr. Hill has over 30 years of credit risk management experience and over 25 years of personnel management experience within the public and private sectors. Mr. Hill’s 22 years at EXIM bookend a decade at Fannie Mae.
In Mr. Hill’s first stint at EXIM, he spent eight years in various capacities to include: the role of deputy vice president of the Credit Administration Division; senior loan officer in the geographic divisions of Asia and Europe & Canada, as well as the Aircraft Finance Division. Mr. Hill also worked in the Working Capital Program and the Claims and Recoveries Division. Mr. Hill was also the sole representative for the Bank in Beijing, China for six months.
Mr. Hill’s 10-year tenure at Fannie Mae from 1998 to 2007 included managing counterparty risk for the company's mortgage portfolio within the Credit Policy Division. One of his biggest achievements at Fannie was establishing and managing the Credit Management Group within its Capital Markets Division.
Mr. Hill holds an M.B.A. in Finance and International Business from the Robert H. Smith School of Business at the University of Maryland, and a Bachelor of Science degree in Accounting from LeMoyne College in Syracuse, New York.
